Development Incentives
The City of Rocky Mount is split between two counties Nash and Edgecombe. All of the Edgecombe side and most of the Nash side have been designated by the North Carolina Department of Commerce as a "State Development Zone." In addition the Edgecombe side of Rocky Mount is designated as Tier I County. These designations provide economic incentives to stimulate new jobs. For more information regarding these programs go to

Incentives for Infill
Infill is redevelopment of existing development that is no longer being used or under utilized. The City of Rocky Mount encourages infill development when possible. Please observe the following.
- By using an existing building one is able to tie into existing infrastructure.
- All new development greater than an acre must comply with current Tar/Pam regulations. By using an existing building one is exempt from this requirement.
Downtown Development
In addition to the ones mentioned above, sites located in the designated B-4 zoning district (generally downtown) may be developed with special regulations. For more information, visit the Downtown Development website or the Douglas Block Revitalization pages.
- Buildings located in the Central City District are exempt from off street parking requirements.
- There are no setback requirements, which allows for maximum use of lot areas.
- Mix uses are permitted. The B-4 district is the only zone that allows residential and commercial uses together.
